Strategic Management Bureau
The Strategic Management Bureau consists of the Community Policing Institute; Personnel & Labor Relations; the Policy Research, Management, and Accreditation Division; the Psychological Services Division; the Office of the Compliance Coordinator; the Office of Professional Responsibility; and the Administrative Hearing Board Chairperson.
The Community Policing Institute is comprised of Basic Officer Training, the Career Development Section, and Weapons & Survival Skills. High-quality training is provided for both sworn and civilian employees in accordance with applicable rules and regulations of the Maryland Police and Correction Training Commission (MPCTC).
Personnel & Labor Relations is comprised of the Personnel Services Division, Personnel Administration, the Recruiting & Examination Section, Performance Appraisals, EEOC / Labor Relations, and Risk Management. It is responsible for the management of all employee matters to include hiring or separating from the Police Department.
The Policy Research, Management, and Accreditation Division is comprised of the Policy Section, Accreditation Section, and the Futures Section. Responsibilities include researching, writing and producing the Department’s written policies and procedures; complying with the standards established by the Commission for Law Enforcement Agencies (CALEA) standards; researching the latest technology available to law enforcement officers, and strategically planning for the Department’s future.
The Psychological Services Division is available to provide counseling to police employees and their families to give peer-support to officers and support the Conflict Management Team during hostage or barricade situations. This Division also develops and provides training for employees in stress management, intervention, and communication skills.
The Office of the Compliance Coordinator serves as the liaison between the Department, the U.S. Department of Justice, and the Independent Monitoring Team to ensure full compliance with the mandates of both the Consent Decree and the Memorandum of Agreement. These mandates require the Department to promote police integrity and prevent conduct that deprives individuals of their Constitutional rights, privileges, or immunities.
The Office of Professional Responsibility is comprised of the Internal Affairs Division, the Professional Compliance Division, and the Special Investigative Response Team. Their mission is to hold employees accountable for their conduct, both on and off duty.
The Administrative Hearing Board Chairperson functions as the arbitrator during police administrative hearing boards. The Chairperson ensures that each administrative hearing board is conducted in accordance with established rules and procedures.
