Redistricting Commission

Apportionment of the 9 Council seats is controlled by Article III, Section 305 of the Charter. Districts are required to be “compact, contiguous, and equal in population. The districts are required to be reestablished in 2001 for the 2002 election. The Council appoints a Redistricting Commission. Two members are selected from a list of five candidates submitted by the Central Committee of each party and the Council appoints an additional member. Commission members may not hold an elective office. The Commission is required to present its plan to the Council .The Council is required to hold a public hearing on the plan. Unless another districting plan is enacted, the commission’s plan becomes law. Although not required by law, historically the districts have respected municipal boundaries whenever possible.
